Underground bunker vs storm shelter: cost
HomeGuide puts underground bunkers at $200 to $400 per square foot, or $40,000 to $80,000 for a 200 square foot bunker, with a national average around $60,000. It lists below-ground storm shelters at $4,000 to $20,000 or more and above-ground ones at $3,000 to $12,000 or more (HomeGuide bunker cost guide). Nobody publishes Arkansas-only bunker prices, so treat these as national starting points.

What the money buys
A storm shelter is built for a short stay while a tornado passes. FEMA P-361 sets the minimum design stay at 2 hours for a tornado safe room (FEMA P-361, Safe Rooms for Tornadoes and Hurricanes), and the national standard, ICC 500, sets rules for wind, debris and ventilation (FEMA, Highlights of ICC 500-2023).
"Bunker" has no single standard. It usually means a larger underground space meant for longer stays, with its own air, water and power. That extra space and equipment is most of the price difference. If tornadoes are the main worry, a shelter built to ICC 500 or FEMA P-361 is the tested option.
Before you buy either one in Jonesboro
- Check the site for water. FEMA says safe rooms aren't allowed in floodways and shouldn't be used where flooding is expected (FEMA, flood siting criteria for residential safe rooms).
- Inside city limits, ask the City of Jonesboro plan review office what permits apply (City of Jonesboro, Plan Review). Outside the city, check with Craighead County.
- Call Arkansas 811 before any digging. The call is free (Arkansas 811 FAQ).
- For a bunker, get the design, engineering and any test results in writing. The fallout and EMP guide lists questions to ask.
Quick answers
How much does an underground bunker cost?
HomeGuide puts underground bunkers at $200 to $400 per square foot, or $40,000 to $80,000 for a 200 square foot bunker, with a national average around $60,000.
Is a storm shelter cheaper than a bunker?
Yes, by a wide margin. HomeGuide lists below-ground storm shelters at $4,000 to $20,000 or more and above-ground ones at $3,000 to $12,000 or more.
Can an underground bunker survive a tornado?
It depends on how it was designed and anchored, and 'bunker' has no single standard. For tornadoes, the tested benchmarks are ICC 500 and FEMA P-361, so ask whether the bunker, and especially its door and vents, meets one of them.
Do I need a permit for a bunker in Jonesboro?
Expect to. HomeGuide lists bunker permits at $500 to $2,000 nationally. Inside city limits, ask Jonesboro's plan review office what your project needs before you buy anything.
